Shoulder Sleeve Insignia

Description
Upon a gray shield within a blue border a yellow saltire and fess and thereon a blue cross bottony.  The height of the shield is 2 7/8 inches (7.30 cm).

Symbolism
The territory of this Division embraces the States of Pennsylvania, Maryland, Virginia and the District of Columbia.  The shield is Confederate gray within a border of Union blue.  The saltire cross appeared on the Virginia Confederate Flag and the fess upon the arms of Pennsylvania (From the Arms of William Penn).  The cross bottony appears on the Arms of Maryland (From the Arms of Lord Baltimore), and the District of Columbia is represented by the blue of the cross and of the border.

Background
The shoulder sleeve insignia was approved on 31 January 1923.
